If you're just beginning, buy either a beginner's or itermediate set. You can usually find good deals on either, and they generally come with hardware and basic cymbals. As you progress, you'll want to move onto something a a little more custom to your tastes, but for now something basic will do. Pearl and DW make some decent beginner's sets, so I'd look into those. Stay away from Groove Percussion though. They're sturdy, but the setup is just too akward to really learn anything.

Edit: On kits like those, expect to pay something like $400-$600 for the whole setup.
